Community Systems Navigation Support and Advocacy Program


The Community Systems Navigation Support and Advocacy Program is designed to help individuals and families navigate educational, healthcare, housing, and community systems with greater clarity, confidence, and support. Through a three-tiered model, Center Stage Enterprises provides services that range from foundational education and guidance to individualized planning and direct advocacy representation.

Tier 1: Education Empowerment

Education Empowerment is the foundational tier of support. It is designed for families, educators, and community members seeking greater understanding of systems, rights, processes, and available pathways for action. This level of service helps build knowledge, strengthen self-advocacy, and create a clearer sense of direction.

Support at this tier may include:

• Workshops

• Informational sessions

• Consultations

• Resource sharing

• Guidance on system processes

All customized education plans are designed to provide practical tools that help individuals and families move forward with greater understanding and confidence.

Tier 2: Strategic Tools and Support

Strategic Tools and Support offers more individualized guidance for those who need targeted planning, problem-solving, and practical assistance in responding to barriers within complex systems. This tier is centered on helping clients organize information, identify next steps, and move through challenges with greater structure and preparation.


From visual supports for use at home, in classrooms, to strengthening executive functioning, our services help transitional age youth and young adults with disabilities build community access skills as part of educational transition planning aligned with IDEA.

Support at this tier may include:

• Strategy sessions

• Document review

• Planning support

• Resource identification

• Action planning

• Customized supports aligned with each client’s goals and circumstances

It is designed for families, educators, and community members seeking greater understanding of systems, rights, processes, and available pathways for action. • Advocacy meeting support

• Preparation of materials

• Assistance with written communication

• Organization of records and documentation

• Records review and analysis

• Data analysis

• Evidence-based recommendations to support informed advocacy and decision-making
